Joint Statement

Third Round of the “2+2” Consultation Mechanism Between

Ministers of Foreign Affairs and Irrigation of the Arab Republic of Egypt and the Republic of Sudan

1. In implementation of the outcomes of the consultations held between the two Prime Ministers on February 26, 2026, which included directives to ensure the convening of scheduled bilateral engagements, including joint commissions, in a manner that serves the interests of both countries and their brotherly peoples; and in an atmosphere filled with hope, optimism, and a spirit of fraternity, the third round of the 2+2 consultation mechanism between the Ministers of Foreign Affairs and Irrigation of the Arab Republic of Egypt and the Republic of Sudan took place today, Monday, November 2nd, 2026, in Cairo, with the participation of the ministers and delegations from both sides. The Egyptian delegation was led by H.E. Dr. Badr Abdelatty, Minister of Foreign Affairs, International Cooperation, and Egyptian Expatriates, and H.E. Prof. Dr. Hani Sewilam, Minister of Water Resources and Irrigation. The Sudanese delegation was led by H.E. Mr. Mohi El-Din Salem, Minister of Foreign Affairs and International Cooperation, and H.E. Prof. Ismat Qurashi, Minister of Agriculture and Irrigation.

2. The two sides reviewed the status of the implementation of the outcomes of the second round of the 2+2 consultation mechanism, held in September 2025, as well as the directives issued by the Prime Ministers of both countries during their joint consultations on February 26th, 2026. The two sides agreed on the importance of continued consultation and coordination, including through intensifying mutual official visits at the highest level, to achieve the shared interests of the two brotherly peoples.

3. The consultations addressed ways to advance bilateral relations across various political, economic, water-related, cultural, social, and humanitarian fields. Both sides reaffirmed their shared destiny and their firm belief in the common heritage that unites the two brotherly countries. They underscored the unbreakable and deeply rooted bonds between the two countries, which have stood the test of time and remain impervious to any malicious and baseless attempts to sow discord among the peoples of the Nile Valley. They further warned against those seeking to incite discord and poison the longstanding relations between the two brotherly peoples.

4. The two sides affirmed their rejection of any threat to Sudan’s unity and territorial integrity and reiterated their determination to strengthen joint coordination to restore stability in Sudan. The Egyptian side reaffirmed Egypt’s unwavering support for the brotherly Sudanese people and their national institutions, reiterating the position outlined in the statement issued by the Egyptian Presidency on December 18th, 2025, regarding the direct link between Egyptian and Sudanese national securities. This includes preserving Sudan’s unity and territorial integrity, rejecting any trifling with Sudan’s destiny, categorically rejecting the establishment or recognition of any parallel entities, as such actions undermine Sudan’s unity and territorial integrity, and safeguarding Sudanese state institutions against any attempts to undermine them. Egypt further reaffirmed its full readiness to take all necessary measures and actions permitted under international law and the Joint Defense Agreement between the two brotherly countries to support Sudan and ensure that these red lines are neither undermined nor crossed.

5. The two sides reviewed developments regarding the issues of the Nile River and emphasized that the water security of Sudan and Egypt is inextricably linked as a singular indivisible entity. They converged on the necessity of defending the water security of the Nile’s two downstream states, upholding their rights and existing water uses as stipulated in the 1959 Agreement and ensuring that no infringement upon these rights is permitted. Furthermore, the two sides underscored the role of the Permanent Joint Technical Commission for the Nile Waters (PJTC), established under the 1959 Agreement, in studying and formulating the common position adopted by both countries on all matters concerning the Nile waters, as well as their commitment to ensuring the PJTC’s consistent operation and providing it with the necessary technical and logistical support to be able to effectively fulfill its mandate, thereby coordinating visions and adopting unified stances within various regional and international forums regarding the water rights of both countries.

6. The two sides reiterated their categorical rejection of any unilateral actions in the Eastern Nile Basin. They agreed that the unilateral Ethiopian dam in violation of international law, entails grave consequences and poses a persistent threat to the Nile’s two downstream states, particularly given Ethiopia’s unilateral management of the dam and the absence of a binding legal mechanism for its governance. The Egyptian and Sudanese sides called on Ethiopia to abandon its unilateral policy and restore cooperation in accordance with international law, particularly the principle of no harm, prior notification, consultation, and consensus, in order to preserve the Nile River’s sustainability. Both sides stressed that the Ethiopian dam issue concerns solely the three Eastern Nile Basin states (Egypt, Sudan, and Ethiopia), and rejected Ethiopia’s attempts to involve other Nile Basin states in this matter. At the same time, they underscored the historical, distinguished relations between all the peoples of the Nile Basin, including the brotherly Ethiopian people.

7. The two sides affirmed that their position is rooted in a call for cooperation and dialogue to protect the right to life and support the right to development, as well as joint action toward mutual benefit in accordance with international law. They expressed appreciation for the African stances that recognize the righteous approach of the two downstream states to defend their water rights and the interests of their peoples, as well as their right to development, alike all other peoples of the African continent. Moreover, the two sides noted that their support and approval of development projects in the southern Nile Basin epitomizes their firm belief in cooperation and the advancement of development across the sisterly Nile Basin states, as long as the projects follow the necessary standards and studies, and are subject to prior notification, consultation, and consensus among the Nile Basin states, in accordance with international law.

8. Both sides emphasized the pivotal role of the Nile Basin Initiative (NBI) and the necessity of upholding the consensus-based principle upon which it was founded. They called for enhanced consultation and coordination among the Nile Basin states to restore consensus and inclusivity within the NBI, being the overarching cooperation platform and the cornerstone for water collaboration that yield benefits for all Nile Basin countries.

9. In this context, both sides welcomed the report submitted to the NBI Council of Ministers in December 2025, which calls for the continuation of the ongoing Consultative Process with non-party states to the Cooperative Framework Agreement (CFA), with a view to restoring inclusivity, including through amendments and improvements of the CFA, to address the concerns of all parties. The two sides commended the constructive role of the Special Committee tasked with the Consultative Process, led by Uganda, with Rwanda and South Sudan as members. The two sides affirmed that there is a clear, collective political will among the Nile Basin states to conclude the Consultative Process and restore consensus to launch an inclusive Commission representing all Nile Basin countries, while rejecting the unilateral attempts by a single party to obstruct cooperation and shared interests of the sisterly Nile Basin states.

10. Both sides emphasized the necessity of respecting the principle of freedom of navigation, asserting that the Red Sea governance remains exclusively under the responsibility of its littoral states, in accordance with international law. They expressed their categorical rejection of any maritime access granted to non-littoral states that would come at the expense of the sovereignty, unity, territorial integrity, or ports safety of the Red Sea littoral states. Furthermore, they rejected any attempts to exploit regional circumstances to militarize the Red Sea or to take unilateral actions that infringe upon the sovereignty and territorial integrity of the region’s states.

11. The two sides condemned the targeting by rebel militias of infrastructure in the Republic of Sudan, especially power stations and water facilities, through launching drones from a neighboring country. They reiterated the necessity of respecting Sudan’s sovereignty, unity, and territorial integrity, and expressed their support for its national institutions, most notably the Sudanese Armed Forces, in fulfilling their constitutional mandates to safeguard Sudan’s national security, including its water security.

12. The two sides explored ways to bolster the recovery and reconstruction phase in Sudan. The Sudanese side expressed its aspiration to reinforce its partnership with the Arab Republic of Egypt regarding recovery and reconstruction across all sectors, while commending the Egyptian initiative to assess the damage sustained by the Jebel Aulia Dam, as well as the ongoing maintenance work being carried out by a team of Egyptian technical experts in cooperation with Sudan’s Ministry of Agriculture and Irrigation. In this regard, the Egyptian side affirmed its support for all efforts by the Government of Sudan in the reconstruction process, welcoming joint action to support various sectors in Sudan in a manner that serves the mutual interests of the peoples of both sisterly states.

13. The two sides expressed their appreciation for regional and international partners concerned with water issues, particularly the African Ministers’ Council on Water (AMCOW) and the Arab Ministerial Water Council. They reaffirmed their desire to continue contributing to the implementation of Africa Water Vision 2063 and the Arab Water Security Strategy, developed under the guidance of the Arab Ministerial Water Council within the League of Arab States.

14. The Sudanese side valued the Egyptian government’s initiative to host the 9th edition of Cairo Water Week in October 2026, themed “Water as a Catalyst for Peace, Shared Prosperity, and a Sustainable Planet”, and acknowledged the ensuing initiatives and partnerships to foster regional and international water cooperation. The Egyptian side welcomed Sudan’s request to address the urgent training needs of cadres affiliated with the Sudanese Ministry of Agriculture and Irrigation, which are intertwined with the institutional recovery of the irrigation sector and contribute to the broader reconstruction process
